FOREWORD: As long as business activity is determined by decisions of business alone the economic system will remain liable to periodic flutuations. In order to avoid instability the State must assume the responsability for controlling the volume of employment. 

CONTENTS: The historical setting of the problem of unemployment; a systematic account of the theory of full employment and the main approaches towards achieving this end; the problem of the stability and flexibility of a full employed economy: the question of wage pressure and prices, of the elasticity factor in the supply of labour, of spacial and occupational mobility, and the location of industry; a study of the principles of public finance; the classical canons of finance contrasted with those which follow from the modern (Keynesian) economics, analysis of the scope and limits of various finantial methods as instruments of a full employment policy; In all these parts it is tacitly assumed that the relations of a fully employed economy with the outside world can be regulated satisfactorily. The fifth part makes this problem its main subject and shows on what conditions free multilateral trade can be made consistent with full employment in any member country of the international system, or failing this what other methods are available to adjust the foreign ballances of full employment countries in a world where other economic unities are subject to cyclical flutuations; the last study relates these principles to the only practical experiment of a full employment policy so far made in a capitalist economy in peace-time, albeit in preparation for war: Germany in the middle thirties. Este estudo de natureza estritamente keynesiana aborda os problemas do conseguir e manter pleno emprego, responsabilidade dos governos em economias capitalistas membros de um sistema internacional de comercio. Hipotese crucial para aplicar os principios keynesianos em economias abertas e um satisfatorio controle do comercio exterior. Até 1944, somente a Alemanha, preparando-se para a guerra, a partir dos meados dos anos trinta, exemplificava o caso de uma economia de pleno emprego num mundo plenamente recessivo. A parte II deste trabalho foi escrita por Michail Kalecki, um dos inventores da teoria do pleno emprego.
